Credibility 

The Israeli Defense Forces have concluded after four months of investigation that it is likely one of its soldiers shot Palestinian-American Al Jazeera journalist Shireen Abu Akleh but it is not going to charge any soldier for doing so.  This sparked outrage among Palestinians who said from the beginning that the IDF was responsible only to be met by IDF claims that a Palestinian likely took the shot.  The outcome has damaged IDF credibility, which was already low with the Palestinians.  The question is whether the IDF cares what Palestinians think.  The force may be playing to a world audience instead. Israel may want allies to continue to stand with it as it tackles troubles with the Palestinian minority. Whatever the reason for the delayed decision, it rings hollow.
