Good Product, Terrible PR 

Here is an example of an invention for humane crowd control that is suffering from terrible PR. It is questionable whether it will be put to use because of fears of misuse. There is little doubt that even though it is safe, it is a frightening device.

Comments:
A similar Ray-gun was predicted in the H. G. Wells's classic science fiction novel The War of the Worlds. The author used the name 'a Heat-Ray'.
It means that being predicted, its development can't be stopped, unfortunately.
Still, Jim, which 'terrible PR' do you mean? How could you improve this PR?
