Ad Hominem
Trump's character has become the issue in the Democrats' effort to win the midterms. It is an ancient rhetorical technique to avoid issues by attacking the man. In this case, it would seem appropriate. Trump is a leadership disaster.

Conviction
If you tell yourself a lie often enough, you can end up believing it. That apparently is what is happening with Trump's conviction that the failure of the reflecting pool coating was the work of vandals. He summoned the prosecutor who dropped vandalism charges against a former Olympian and held a closed-door meeting with her. He said she "choked." He railed against her conclusion that it was a "botched job." He is certain he is right and he won't listen to contrary opinions and conclusions. It is conviction to the point of self-delusion.
